La afirmación corre por cuenta del Expresidente de la República don Luis Alberto Monge Álvarez. La hizo junto con otras que reflejan su inquietud imperecedera por el acontecer nacional, a lo largo de una charla lubricada por un tinto sabroso en la sala de paredes tapizadas con reconocimiento de todo tipo y tamaño, allá en su casona señorial de Pozos de Santa Ana donde me recibió, mientras afuera llovía con las ganas de junio.

Sentado al extremo de una mesa de caoba, su imagen se me ocurre la de un Buda criollo y otoñal desgranando un monólogo reposado con el que de a poco va soltando sus verdades, las vivencias e impresiones de una vida entera metido en los avatares de la política.

El verbo tranquilo y la mirada serena trasmiten alguna tristeza templada, cierta impotencia asumida por no poder ayudar a cambiar el curso de acontecimientos que tiene por infaustos.

La conversación es abierta y distendida, a guisa de comienzo le pregunto si le duele Costa Rica.

—“Si, me duele, me duele ver tanta regresión, me duele ver a la Presidenta acechada por fuerzas negativas que progresivamente intentan acorralarla. Ella oscila peligrosamente entre esos polos de presión y cada vez que intenta alejarse de uno se acerca peligrosamente al otro...”, sentencia con ese aire de campesina sencillez que otrora hizo vibrar a tanto pueblo.

¿Cuáles son esas fuerzas y cuáles esos poderes?
—Me refiero a los hermanos Arias - Oscar Sánchez Arias, (Rodrigo Arias) y al grupo La Nación. Miles de votos recibió Laura bajo la esperaza de que haría un gobierno independiente de esas presiones. En estas primeras semanas da la sensación que trata de alejarse de los Arias aproximándose más al grupo La Nación. Costa Rica pierde si se inclina a cualquiera de esos polos de poder.

¿Qué tiene contra el grupo La Nación?
—No tengo nada contra un medio de comunicación. Defiendo la libertad de prensa y el derecho de información. Pero el grupo económico que, entre otras empresas, es dueño de La Nación, ha tenido una gravitación negativa en la evolución política de nuestro país.

Desde que aparecieron los ideales y proyectos transformadores del verdadero Liberación (el de don Pepe, don Chico, Daniel, Rodrigo Facio y otros) los ha combatido ferozmente. Han sido inclementes las campañas contra quienes nos mantenemos fieles a esos ideales y a esos proyectos. Con los Arias Sánchez se iniciaron coincidencias desde la primera administración 1986-1990. Se consolidaron desde los comienzos del Siglo XXI. Su primer fruto fue el asalto a la Constitución Política para abrir las puertas de la reelección presidencial. Aparecen signos confusos de separación de esos dos polos de poder político y económico. Lo que sí podemos afirmar es que ni en las aproximaciones ni en las separaciones cuentan los intereses del pueblo de Costa Rica.

¿Que opinión concreta le merece doña Laura?
—Es buena persona, viene de familia respetable. Su padre procede de las filas del verdadero Liberación. Lamento que ella esté cercada por fuerzas anti-pueblo.

¿A que atribuye la gran influencia de los Arias?
—Principalmente al inmenso poder económico propio, aliado con el poder económico del grupo La Nación. Han utilizado sin escrúpulos ese poder para conseguir apoyos políticos o someter por el temor a dirigentes y funcionarios.

Han realizado una gestión de gobierno con criterios mercantilistas. Abandonaron la guerra contra la pobreza, ensancharon la brecha social, aumentaron el número de familias en pobreza extrema y comprimieron aún más los sectores medios, debilitando nuestro sistema institucional democrático. Desapareció la independencia de poderes y se produjo una nefasta concentración de poder político, poder económico y poder mediático.

Extiéndase un poco más en aquellas circunstancias, porque aunque trate de algo históricamente consignado, siempre es interesante oírlo por boca del último protagonista.

—Bueno, don Pepe, don Chico, Daniel y yo sin duda teníamos fallas humanas y cometimos errores. Pero nuestra firme aspiración era avanzar por el camino de la construcción de una democracia social. Respetamos, perfeccionamos y consolidamos en la Constitución de 1949 y en una serie de políticas y creaciones institucionales las conquistas sociales logradas por gobernantes adversarios que nos antecedieron antes de que nuestro movimiento político iniciara sus acciones en 1948.

Pero, más notoriamente, a partir de la primera administración Arias, comienza a declinar el Partido Liberación, a perder paulatinamente el amor de pueblo que lo inspiró y lo alentó durante casi cuatro décadas a partir de 1948. Percibiendo que se estaban cambiando los rumbos, no visité las oficinas de Zapote durante el período 1986-1990. Oscar Arias al concluir su cuatrienio se alejó de toda actividad partidista. Reapareció obsesionado por la reforma a la Constitución para restablecer la reelección presidencial. Bien financiado desplegó gran actividad en esa dirección. Provocó una reunión de expresidentes de la República, precisamente en la residencia del más alto jerarca del grupo La Nación. Supuestamente recibió apoyo para su idea. No asistí. Después me enteré que tampoco Rodrigo Carazo. Entonces me enviaron una delegación con ofrecimientos en el Partido y en un futuro gobierno. Reiteré mi posición de hacía muchos años. Considero que la reelección ha sido nefasta en América Latina. En una primera etapa se buscó el camino correcto de la Asamblea Legislativa. No encontraron apoyo suficiente. Surgió la vía absurda de lograr sus antipatrióticos deseos a través de la Sala IV. Ésta, por el voto de 4 a 3 magistrados, resolvió que las reformas constitucionales solo las puede tramitar la Asamblea Legislativa. Se hicieron nuevos sondeos ante los diputados y otra vez no encontraron apoyo. Se tomó el camino de la Sala IV. Se habían llenado dos vacantes con nuevos magistrados. Esta vez por mayoría asestaron un severo golpe a la Constitución y al sistema institucional democrático. Publiqué el 11 de abril 2003 un articulo titulado “Contra el Bazucaso Judicial”. La Asamblea Legislativa fue despojada de las potestades exclusivas que le otorgan los artículos 195 y 196 de la Constitución. Distinguidos juristas apoyaron mi tesis, pero sus estudios no merecieron difusión en los medios. Por ese callejón el país llegó a los comicios de febrero 2006. Hubo muchos cuestionamientos, 700 denuncias de irregularidades desestimadas por el Tribunal de Elecciones. Una sospechosa suspensión del escrutinio. Al final a Óscar Arias lo llevan a un 41% de los votos emitidos, apenas para evitar una segunda ronda electoral. Así impusieron un presidente de facto, elegido por la minoría mayor de un 25% de los ciudadanos habilitados para votar. Un 75% agrupado en un fuerte bloque de abstencionismo, en el PAC y en otras opciones partidistas.

Toda esta cadena de lesiones a la institucionalidad democrática comenzó con la que llamé el bazucaso judicial y que coincide con lo que usted llama “El Segundo entierro de Montesquieu”, publicado en el suplemento “Página Abierta” del “Diario Extra”.

¿Qué opinión le merecen las aspiraciones presidenciales de Rodrigo Arias?
—Para decir lo menos, son extemporáneas. Las anunciaron en plena campaña hacia las elecciones del 2010. Unos activistas trabajaban por la candidatura de Laura y otros por la de Rodrigo Arias en el 2014. Los dos hermanos han hablado públicamente de esa candidatura. Será una seria interferencia con el trabajo del Gobierno central. Inclusive han anunciado que cuentan con $2 millones (más de ¢1.000 millones) solo para el arranque. Se interpreta como una amenaza para otros potenciales aspirantes de dentro y de fuera del Partido Liberación de los Arias. Es un prematuro intento de “apachurrar” a sus posibles contendores. También se interpreta esta conducta como que los hermanos Arias piensan seguir mandando y que pueden imponer Presidente en el 2014.

¿Cómo y dónde ve a Costa Rica dentro de 4 años?
Mi ánimo péndula entre la esperanza y la desesperanza. Espero no morir contemplando una Costa Rica declinante. Espero que el pueblo recobre energía cívica y reencuentre los caminos que conducen a la democracia social, en lucha permanente por la libertad y la paz y en guerra sin tregua contra la pobreza.

La existencia de partido único es signo inequívoco de totalitarismo. Pero la proliferación de partidos sin raíces en la historia y en la conciencia colectiva no significa mejor democracia. A veces son una atomización de la voluntad popular, un crecimiento del estéril abstencionismo y una minusvalía partidista, porque no se logran mandatos electorales fuertes para gobernar. Ese marco de realidades negativas abre las puertas a demagogos, a megalómanos y a autócratas.

Por lo que se refiere a Liberación –las ruinas que quedan del glorioso movimiento de otras épocas- no hay esperanza si continúa siendo un herrumbrado instrumento más de los poderes económico, político y mediático de los hermanos Arias.
